Dear David:
Bonnie Bellow of the EPA informed me yesterday that the EPA's 12-hour asbestos reading last Wednesday, November 28, at their monitoring station immediately north of Stuyvesant by the barge was at 124 structures per square millimeter, significantly higher than the regulatory limit of 70 structures per square millimeter. Ms. Bellow stated that the Stuyvesant location was the single EPA station on that day showing asbestos in exceedence of regulatory limits, and that it appears that the high asbestos levels at our location are due to the trucks and the composition of the debris being discharged at the barge.
Ms. Bellow also informed me that the EPA had received these data late Friday afternoon and that they communicated it over the weekend to Commissioner Joel Miele of NYCDEP, to NYSDEC, and to Jessica Leighton of NYCDOH.
We are very concerned about our children's potential exposure to asbestos. As you know, the only HVAC filters that block asbestos from entering the school environment are HEPA filters, which have not been installed at Stuyvesant. As time is of the essence, we reiterate our request of yesterday for an immediate meeting with representatives of the Board of Education and the engineering firm Burns & Roe.
We also reiterate our previous request that the Board of Education use its best efforts to cause the relocation of the barge operation to an available location several blocks north of its current site, as advocated by the Ground Zero Elected Officials Task Force.
