Summary Meeting with the Board of Education
and School Construction Authority

Represented at the meeting were the BOE (Bernie Orlan and Mohamed Hemida),
the School Construction Authority [SCA] (Alex Lempert and Tony Freyre), the
UFT (Chris Proctor, Ellie Engler and Tom Casimir), TDX Construction (Dunyo
Awoonor), and Stuyvesant High School (Nicholas Mortenson). At the meeting,
Alex Lempert of the SCA gave an overview of the proposed scope of the
cleaning.
Overall, the proposed scope of work was generally consistent with the
protocols developed by Howard Bader, and a number of those recommended
protocols were specifically cited in the scope of work. Alex Lempert
clarified one issue that was unclear in the scope of work documents that the
BOE provided to ENVIRON on Monday. That was regarding the use of enclosures
under negative air pressure around unit ventilators during cleaning of the
unit ventilators. Mr. Lempert confirmed that enclosures will be used around
all unit ventilators, including the horizontal ceiling-mounted unit
ventilators.
There was also discussion about some additional items where the scope of work
appeared to be inadequate. These included:
- Cleaning of all return ducts. According to Mr. Lempert, it was not
intended to clean all returns ducts/plenums. At our request and that of
Chris Proctor of the UFT, the BOE and SCA agreed that all return ducts and
plenums will be cleaned.
- The scope of work specifically excluded cleaning of the linear diffusers
located in the upper Auditorium ceiling. We and the UFT requested that those
diffusers be included in the cleaning program and the BOE and SCA agreed to
add them.
- Although the scope of work specified that wipe samples for lead would be
collected from each unit ventilator after it was cleaned, there was no
similar wipe sampling included for the HVAC system supply and return ducts
after cleaning. We and the UFT requested that wipe samples for lead be
collected from the ductwork for each major HVAC system after the completion
of the cleaning of each system and the BOE and SCA agreed to add that
sampling to the scope of work.
- The scope of work includes aggressive air sampling for analysis of
asbestos and lead after the completion of the cleaning of each zone, but did
not specify an action level for lead concentrations in air. It was agreed to
use the USEPA criterion of 1.5 micrograms per cubic meter.
- It was requested that in addition to the replacement of the carpeting in
the auditorium, the carpeting in the general office area should also be
replaced and the BOE and SCA agreed.
The schedule for the cleaning operation begins tomorrow, when removal of unit
ventilators on the 10th floor will begin. Concurrent cleaning of unit
ventilators and the main HVAC systems will be performed. The current SCA
schedule for the cleaning has the work completed by August 26, with any
necessary follow-up work completed by August 31. There was some discussion
regarding the implications of this schedule for the return of teachers and
staff for the start of classes in September.
I forwarded the scope of work package that I received from the BOE to Howard
Bader for his review. He and I spoke this afternoon and we agreed that the
scope of work with the above modifications appears to be reasonably
consistent with the recommendations that he had developed. We also discussed
the inspections to be performed to evaluate the implementation of the scope
of work and agreed to talk early next week to coordinate those inspections.
